Child hunger can be traced back to the late 1900s. According to Food Insecurity and Hunger in the United States: An Assessment of the Measure (2006) “Hunger became a truly public issue in the United States in the late 1960s.” This means that this issue started being more visible in the 1960s. People began to notice it more until then. Many people know this issue as “food insecurity” meaning a household-level economic and social condition of limited or uncertain access to adequate food. When the government started noticing that hunger was an issue in the United States they began to increase federal programs and projects to eliminate poverty. In the 1980s since people kept paying attention into this issue the programs and projects continue, but the issue of hunger seemed to be increasing. This issue was just being noticed but their wasn't many actions happening to resolve it.
In 1984 CCHIP began a new task to find out about childhood hunger. They did a survey that would help them identify the extent of hunger among families with children. This was called the Community Childhood Hunger Identification Project (CCHIP). They also redefined the definition of hunger, food security, and food insecurity. They believe that they had different meanings and that they were not the same. According to FRAC (Food Research & Action Center) “ Hunger, it felt, described an individual experience, while ‘food insecurity’ described the findings as they relate to the household experience”. Doing this would help identify whether the issue people in poverty were facing was hunger or food insecurity, and to be more specific about what's the problem.
